No you do not need jailbreak to connect to keyserver
but you get firewall only with jailbreak

Nope, Couldn't connect skyscape with keyserver on iPad following the same steps of Static IP as in Android.
Am I missing a step. I'm not Jailbroken.
Please enumerate a bit more.

Try to disconnect from the internet...uninstall the resource from Mobile skyscape app.....Remove the same resource from the Laptop keyserver..THEN .reconnect device to laptop using keyserver...and reinstall the required resource
